One of the questions I get asked most often is if a witness is required to make a marriage legal.

The simple answer is “No.”

The State of Hawaii does technically require a witness but that witness is the officiant who will be performing the marriage anyway.

In fact, when the marriage license is signed, there are only 3 lines for signatures – the couple and the officiant. There are no other required signatures.
